Camp Lemonier

Djibouti


Camp Lemonier is a former French Foreign Legion base owned by the Government of Djibouti and leased to the United States Government. Camp Lemonier consists of a sloping topography towards the shoreline composed of a clayey sand soil. Some soil testing indicates that some of the in-situ clays may be moderately expansive. This project provides generation and electrical distribution to supplement the existing generation and 11 kV electrical distribution system.

Scope of work

Provide 11 kV electrical distribution, two 2980 kW prime power diesel engine-generators, 750 rpm, number 2 diesel fuelled, configured for automatic parallel operation and load sharing, generator canopy, and 15 kV switchgear/control house with an air-conditioned control room.

Provide a bridge crane underneath the generator canopy sufficient to lift the generator winding for maintenance/replacement. Typical bridge crane required for this work is 20 short ton capacity overhead electric travelling bridge crane.

The site electrical utility system consists of all power and telecommunications cabling from the existing distribution system point of connection including all connections, accessories and devices as necessary and required for a complete and usable system.

Provide an electrical system consisting of Service Entrance Wiring and Equipment, Distribution and Lighting Panel boards, Dry Type Transformers, Conduits, Feeder and Branch Circuits, Motor Control Equipment, Lighting and Branch Wiring, Communications and Alarm Systems, and Grounding, including accessories and devices as necessary and required for a complete and usable system. The distribution system shall consist of insulated conductors in conduit.

Provide a complete backbone distribution system, and horizontal distribution system including, but not necessarily limited to, all wiring, pathway systems, grounding, backboards, connector blocks, protectors for all copper service entrance pairs, patch panels, outlet boxes, telephone jacks, data jacks and cover plates.

Provide adequate site drainage to protect the power plant from the 100 year storm event. At a minimum the finished floor shall be 0.3 m (1.0’) above the nearest road.

Provide ventilating and air conditioning (HVAC) systems for the Switchgear Control House that attains the following objectives: Occupant comfort, Indoor air quality, Acceptable noise levels, Energy efficiency, Reliable operation, and Ease of maintenance.

Provide an electrical system consisting of Service Entrance Wiring and Equipment, Distribution and Lighting Panel boards, Dry Type Transformers, Conduits, Feeder and Branch Circuits, Motor Control Equipment, Lighting and Branch Wiring, Communications and Alarm Systems, Generators, Emergency Lighting, and Grounding, including accessories and devices as necessary and required for a complete and usable system.

Provide a complete building entrance facility, backbone distribution system, and horizontal distribution system including, but not necessarily limited to, all wiring, pathway systems, grounding, backboards, connector blocks, protectors for all copper service entrance pairs, patch panels, outlet boxes, telephone jacks, data jacks and cover plates.

Provide two separate Starting Compressed Air Systems consisting of Air Compressors, Air Dryers, ASME Receiver Tanks and piping for Pneumatic Starting System.

Develop the project site and perform all off-site work necessary to meet the requirements of the project, antiterrorism criteria, local codes, reference standards, technical specifications and performance criteria.

Develop the site to provide water, fire protection, sanitary sewer, and storm drainage, that meet the requirements of each applicable regulatory agency that governs and issues permits for the construction and operation of these systems.

Provide each system complete and ready for operation.
The project is to provide potable water storage, pumping, piping and controls to supply water distribution system at Camp Lemonier, Djibouti with adequate pressure and flows to meet domestic demands and fire flows.

The project is to provide potable water storage for Camp Lemonier and adequate water storage for fire demands. The project will provide water Pump station to boost the pressure into the water distribution system and provide adequate quantities of water to the system in event of a fire. Provide two bolted steel water tanks with a capacity of 760 cubic meters (200,000 gallons) each.
